Here are some basic steps of moving video from a VHS tape to adobe premier using the multimedia equipment in the library lab.
First get your Video tape work and playing.
Open premier. Should see the following window:
Next to file->capture->movie capture
In movie caputure, click edit under capture settings.
A project settings window should appear. Make sure the first drop menu is set to capture. The second one (capature format) put it on video for windows and hit ok. Extra note: if you were pulling down video from a digital video camera using fire wire you would set the capture fomrat to DV/IEEE 1394 Capture instead of video for windows.
When you click ok, you should get either the video playing or a chanel two blue screenshowing... like the one below.
